RECOMMENDATION:

BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population, as well as access to services to its general population. Dr. John McNamara has been providing ophthalmology services at San Mateo Medical Center (SMMC) for more than twenty years.

DISCUSSION:
The County's need for ophthalmology services is increasing due to the aging of its patient population. Dr. McNamara has agreed to provide additional ophthalmology services and call coverage in light of another ophthalmologist leaving SMMC. Dr. McNamara will be responsible for six clinic blocks and one surgery block, as well as equally splitting on-call responsibilities with the other two ophthalmologists on contract with SMMC.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that 100% of all cataract surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in reduced risk of healthcare-associated infections.
