BACKGROUND:
The San Mateo County Joint Powers Financing Authority (the “Authority”) was formed by the County and the Community Development Commission of the County of San Mateo to provide for the joint exercise of powers given to a joint powers entity by State law, for the purpose of financing public capital improvements.

The Authority is administered by a governing board comprised of five members appointed by this Board of Supervisors of the County.

DISCUSSION:
James White is being recommended for appointment to serve on the Authority’s governing board following the resignation of Fiorella Giantomaso who stepped down in 2024 before attending meetings.

Mr. White has an extensive background in Fixed Income Trading which began in the early 80s as a trader for a Primary Dealer in U.S. Government Securities. He moved to Charles Schwab & Co. in 1989 where he was the Senior Vice President of Fixed Income and Specialized Products, and served as the firm’s Municipal Principal. In this role Mr. White managed Schwab’s participation in several municipal bond syndicates and selling groups across much of the US. In addition, he was responsible for taxable fixed income trading and new issue participation as well as equity syndicate.

Mr. White moved to Vanguard Brokerage in 2010, where he was a member of the Senior Management Team with responsibility for Fixed Income Trading and Sales, while also serving as the firm’s Municipal Principal.
