Adopt a resolution authorizing the County Executive Officer, or designee(s), to execute Amendment No. 3 to the agreement with Deloitte and Touche LLP for the continuation of Managed Security Services Operations and Cyber Incident Response services, extending the term through December 31, 2028, and increasing the amount by $3,900,000, for a new not to exceed amount of $14,210,158.

BACKGROUND:
On September 20, 2022, the Technology Services Department (TSD) released a Request for Proposals for the implementation of cybersecurity platforms and managed security services. On September 12, 2023, the Board of Supervisors authorized the execution of an agreement with Deloitte and Touche LLP for the term of September 12, 2023, through September 11, 2028, in an amount not to exceed $10,285,158.
On April 18, 2024, TSD executed Amendment No. 1 to define the as-needed services and reimbursable expenses, increasing the amount by $25,000 for a total not to exceed amount of $10,310,158. On January 27, 2026, TSD executed Amendment No. 2 to further define the as-needed services with no change made to the term or the amount.
DISCUSSION:
Since the execution of the agreement, the County, in partnership with Deloitte & Touche Inc., has successfully managed and resolved more than 5,600 security alerts and events. The agreement has further enhanced County's operational response awareness and incident response effectiveness through training and exercises designed to improve the County's technical response to cyber incidents.
