BACKGROUND:
In March 1993, this Board established a separate Public Authority for the delivery of In-Home Supportive Services (IHSS) to County residents, known as the San Mateo County Public Authority (Public Authority). This Board serves as the Governing Board for the Public Authority. In April 1994, the Public Authority established certain positions for the purpose of administering IHSS. The Public Authority has added job classifications as business needs evolved (in January 2000 under Resolution No. 63349 and in January 2017 under Resolution No. 074998). In the past, the salary ranges and benefits for new Public Authority classifications were the same as those for County employees in equivalent classifications.
DISCUSSION:
California Department of Social Services data indicates that San Mateo County experienced an unprecedented 11% growth in the number of IHSS recipients between January 1, 2022 and January 1, 2025. To support increased demand for IHSS, the Public Authority wishes to establish two new classifications: IHSSPA Social Worker Supervisor and IHSSPA Community Worker I/II. The Social Worker Supervisor would assign, manage, and review the work of Public Authority Registry social workers and ensure compliance with Public Authority policies and procedures. The Community Workers will provide education and support to Registry clients and families to maximize their effective use of IHSS.
