Adopt a resolution authorizing:

A) The President of the Board to execute an amendment with Capital Program Management (CPM) for On-Call Construction Management Services for the Stone Pine Cover Farm Labor Housing Project, increasing the amount by $350,000 for a new not to exceed amount of $750,000 in aggregate; and

B) The County Executive Officer, or designee, to execute subsequent change orders that modify the terms and conditions increasing the contract value by $25,000 in aggregate for a total not to exceed contract value of $775,000.

BACKGROUND:
On November 8, 2021, the County released a Request for Proposals (RFP) for on-call Construction Project Management services. On November 31, 2021, proposals were received from eight (8) construction management firms. A selection committee reviewed the proposals from each firm and based upon best value, recommended agreements with APSICM-Sixth Dimension; Capital Program Management, Inc. (CPM); Cumming Management Group, Inc.; and Layton Construction Company, LLC.

DISCUSSION:
On January 3, 2023, a tragic shooting in Half Moon Bay claimed the lives of seven (7) farmworkers across two (2) farms. Subsequent inspections of farmworker housing at those sites revealed unsafe living conditions and nineteen (19) households were displaced after their units were red tagged. Since then, the County has partnered with the City of Half Moon Bay ("Half Moon Bay") to temporarily re-house all nineteen (19) displaced households.
