BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population. This includes services for ophthalmology disorders. The County's need for ophthalmology services is increasing due to the aging of its patient population.

DISCUSSION:
Dr. Holland provided ophthalmology services to the County intermittently between 2010 and 2019. Beginning with this contract, Dr. Holland will provide 128 4-hour outpatient ophthalmology clinics, up to 24 4-hour blocks of surgical services, and up to 121 24-hour shifts of on-call coverage. Dr. Holland's hourly compensation rates match SMMC's other contracted ophthalmologists at $250 per hour for clinic coverage, $275 per hour for operating room coverage, and $30 per hour for on-call coverage.

The rates in Dr. Holland's contract are within fair market value according to VMG Health, a nationally recognized medical services valuation firm that relies upon multiple industry-standard provider compensation surveys and aggregates that data.

County Attorney has reviewed and approved the resolution and agreement as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that the following performance measures will be met during the term of Dr. Holland's agreement:
