Approve an Appropriation Transfer Request (ATR) in the amount of $600,000 revenue from Measure K Reserves to a corresponding appropriation in fixed assets for the purchase of new fire apparatus for Fire Protection Services.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The County appropriated a total of $15 million in Measure K funding beginning in FY 2013-14 that established the County Fire Engine Replacement Fund to acquire new fire apparatuses for County Fire Protection Services.
Since 1962, the County has contracted with the California Department of Forestry and Fire Protection (CAL FIRE) to provide fire protection services in County Service Area #1 (CSA #1) and other unincorporated areas of the County not protected by cities or fire districts. In addition to fire and emergency medical services, CAL FIRE provides fire protection planning for new construction, fire prevention activities, and life safety inspection in the County areas. CAL FIRE also oversees the operations of three volunteer fire companies located in La Honda, Kings Mountain, and Loma Mar.
DISCUSSION:
Due to the multi-year production timeline of each new fire apparatus, appropriated Measure K funds for the County Fire Engine Replacement Fund may need to be rolled over between fiscal years until purchase orders are completed. This ATR would increase rollover Measure K funding for FY 2024-25 that was underbudgeted by $600,000. Funds would be provided from Measure K Reserves.
