BACKGROUND:

On June 14, 2022, the Board of Supervisors adopted Resolution No. 078906 establishing the San Mateo County Farmworker Advisory Commission. The purposes of the Commission include promoting programs that foster the well-being of farmworkers in the County; increasing understanding and visibility of issues that disproportionally affect the County’s farmworker population; providing outreach and support to farmworkers; and advising the Board on farmworker-related matters.

 

Among other things, the establishing resolution set term limits for Commission members and provided that members who are farmworkers or farmworker family members would receive a $100 stipend per meeting attended.  

 

DISCUSSION:

This resolution would amend and restate Resolution No. 078906 to provide that all Commission members will serve without compensation. The purpose of the stipend was to encourage County residents who may face financial barriers to participation to volunteer for the Commission, but it created unintended challenges for County staff. Additionally, while the members of some of the County's decision-making bodies receive compensation, no purely advisory boards and commissions receive compensation. Eliminating the stipend provision would bring this Commission in line with the practices of other County boards and commissions. The resolution would also make non-substantive, clarifying, changes to the language setting forth term limits for Commission members.
