BACKGROUND:
A Human Trafficking unit was created in the District Attorney's Office in FY2025-26 to provide labor and sex trafficking investigations and initiatives in San Mateo County. The Human Trafficking unit will assist all San Mateo County law enforcement agencies with related investigations, including performing surveillance, assisting with search and arrest warrants and intelligence, as well as, coordinate Human Trafficking training.
The District Attorney's Office is partnering with the Northern California Regional Intelligence Center (NCRIC) to provide a NCRIC Intelligence Analyst to support the Human Trafficking unit by reviewing local, state and federal law enforcement systems and public databases for indications of human trafficking in San Mateo County, generate monthly and quarterly intelligence reports, provide case support and human trafficking field operations support to San Mateo County law enforcement partners, and distribute information and intelligence from findings, assessments, and investigations.

DISCUSSION:
The District Attorney's Office is requesting to enter into an agreement with NCRIC to provide a NCRIC Analyst for the term of May 21, 2026 to May 21, 2027 in an amount not to exceed $250,000. This agreement was approved by the NCRIC board on May 21, 2026.
