BACKGROUND:
Public Resources Code sections 48000 et seq. authorizes the California Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs to support the State of California's efforts to reduce, reuse, and recycle solid waste generated in the State, which preserves landfill capacity, protects public health and safety, and protects the environment. CalRecycle establishes procedures governing the application, awarding, and management of the grants, and requires an applicant's governing body to declare by resolution certain authorizations related to the application, acceptance, and administration of CalRecycle grants.

DISCUSSION:
The Sustainability Department (Department) is interested in applying for CalRecycle grants aimed at reducing waste, reusing materials, promoting recycling and composting initiatives, and cleaning up litter. Per CalRecycle's requirements, staff is requesting that this Board author...
