BACKGROUND:
San Mateo County provides staffing services for the San Francisco International Airport/Community Roundtable (Roundtable), established in 1981. The Roundtable's role is to address community noise impacts from aircraft operations at San Francisco International Airport (SFO). The County coordinates the ongoing work of the Roundtable by providing professional staff to the Roundtable who manage member meetings, subcommittee meetings, community outreach and a technical aviation consultant who provides technical aviation support to the Roundtable.

DISCUSSION:
On March 13, 2026, the County issued a Request for Proposals (RFP) for firms to provide independent aviation technical expertise to assist the Roundtable in evaluating aircraft noise issues, reviewing aviation operational data, assessing potential procedural changes, and supporting the Roundtable's annual work program. The RFP was publicly advertised through the County's OpenGov procurement system and distributed electronically to approximately 4,000 registered vendors. The County received two responsive proposals and one formal "No Bid" response.
