Recommendation for the appointment of Rudy Espinoza to the Resource Conservation District Board of Directors, for an initial partial term ending December 31, 2022.

BACKGROUND:
The Resource Conservation District (RCD) is a non-regulatory public benefit district that helps people protect, conserve, and restore natural resources through information, education, and technical assistance programs. The duties of the district are to use very diverse means to further resource conservation in the district. They act as a focal point for local conservation efforts to collaborate with land owners and managers, technical advisors, area jurisdictions, government agencies, and others to protect, conserve and restore natural resources. The district provides services in four programs areas: (1) conservation and watershed planning, (2) conservation project implementation, (3) education, and (4) permitting.
DISCUSSION:
Rudy Espinoza is being recommended to serve an initial partial term for a seat vacated by Neal Kramer. Upon approval, this partial term will be through December 31, 2022.
Mr. Espinoza is a marketing and business development professional and has held executive, board, and founding member positions in multiple organizations. He has a strong background in agriculture that includes an undergraduate degree from Cornell University in Agriculture and Rural Development, a fellowship with AgriCorps in Nicragua, working for the US Department of Agriculture, co-founding and leading the San Mateo County Farmworker Affairs Coalition, and membership in Future Farmers of America (FFA) as a high school student.
