A) Authorizing and directing the President of the Board of Supervisors to execute an agreement with MIG, Inc. for Habitat Mitigation and Monitoring Plan services for the Cordilleras Creek Restoration and Edmonds Culvert Replacement Project, for the term of June 23, 2026 through July 31, 2028, in an amount not to exceed $600,512; and

B) Granting a waiver of the competitive bidding requirements for such services pursuant to County Ordinance Code Section 2.83.050(e).

BACKGROUND:
The Cordilleras Health System Replacement Project has required that the County address certain environmental mitigation measures associated with the project.

Thus, on November 5, 2025, the Project Development Unit entered into an agreement with MIG, Inc. to provide Habitat Mitigation and Monitoring Plan services during the Cordilleras Health System Replacement Project, as required by the conditions of the permits issued by the California Department of Fish and Wildlife, Regional Water Quality Control Board, and the U.S. Army Corps of Engineers in consultation with the U.S. Fish and Wildlife Service.

DISCUSSION:
The Department of Public Works ("Department") will oversee Phase II of the Cordilleras Health System Replacement Project, known as the Cordilleras Creek Restoration and Edmonds Culvert Replacement Project ("Project"), which requires similar Habitat Mitigation and Monitoring Plan services. Staff recommends entering into an agreement with MIG, Inc. to provide such services for the Project in an amount not to exceed $600,512 for the term of June 23, 2026 through July 31, 2028 ("Agreement").
