Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Bay Road Drainage Improvement Project in the North Fair Oaks Area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, April 3, 2025 at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The western half of Bay Road between Fifth (5th) Avenue and Seventh (7th) Avenue in the North Fair Oaks area is a County maintained roadway, while the eastern half of the roadway is a City of Redwood City (City) maintained roadway. The County's portion of the roadway has no underground storm drain infrastructure and instead stormwater flows in the gutter and roadway of Bay Road from 7th Avenue towards 5th Avenue. During rain events, flooding and ponding along a portion of the County's southbound lane of Bay Road can occur, particularly at the intersections of Sixth (6th) Avenue and 7th Avenue. This inundation of stormwater can encroach upon the curb ramps and crosswalks, thereby substantially impeding pedestrian access at street crossings and to the sidewalk. Construction of underground storm drains along this portion of Bay Road will reduce surface inundation, enhance pedestrian access, and help mitigate the impacts of adverse weather on this portion of Bay Road.
