BACKGROUND:
The Federal Foster Care Program, authorized by Title IV-E, helps to provide safe and stable out-of-home care for children until they are safely returned home, placed permanently with adoptive families, or placed in other planned arrangements for permanency. The Human Services Agency (HSA) receives Federal and State Title IV-E funding annually to administer child care (protective day care) services for eligible families which provides monthly maintenance payments to support the daily care and supervision of eligible children.

On June 14, 2022, by Resolution No. 078941, the County entered into an agreement with 4Cs for the term of July 1, 2022 through June 30, 2025, for a total obligation amount of $750,000, to administer child care services to eligible Title IV-E children who have an open child welfare plan with Children and Family Services (CFS).

On June 9, 2024, by Resolution No. 080112, the County amended its agreement with 4Cs to increase funding by $33,100 for a new total obligation amount of $783,100, and with no change to the term to align with the Cost-of-Living Adjustment (COLA) authorized by the County in 2023.
