BACKGROUND:
In July 2021, the Sheriff's Office entered into an agreement with Turbo Data Systems, Inc. for electronic citation services ("Agreement").

Under the Agreement, Turbo Data Systems, Inc. provides handheld enforcement devices, software licensing, technical support, citation processing, and hosting services used by Sheriff's Office personnel and participating contract cities. These systems support patrol operations throughout the County by improving operational efficiency, reducing manual data entry, streamlining citation processing, and supporting interoperability across San Mateo, Santa Clara, and San Francisco Counties.

DISCUSSION:
The Agreement is set to expire on June 30, 2026 and the County is currently conducting a formal Request for Proposal (RFP) for these services. The RFP process is expected to conclude in December 2026.

The proposed amendment to the Agreement extending the term for nine months through March 31, 2027 and increasing the maximum fiscal obligation by $550,000 to $4,050,000 ("Amendment") will help to ensure continuity of operations and uninterrupted citation enforcement and processing services while the RFP is completed.
