Adopt a resolution authorizing:
A) The President of the Board of Supervisors to execute a Temporary Use Permit with Rethink Waste, South Bayside Waste Management Authority ("Permittee"), to allow Permittee the temporary right to occupy and use a 1-acre portion of the San Carlos Airport for a term of three (3) months, with two (2) options to extend the term for 30 days each, commencing approximately July 1, 2024, at an initial monthly fee of $14,762.30; and
B) The Director of Public Works, or their designee, to accept or execute notices, options and documents associated with the Permit including, but not limited to, extension or termination of the Permit under the terms set forth therein. (Lease No. 5411)

BACKGROUND:
Rethink Waste, also known as South Bayside Waste Management Authority, is a joint powers authority and the owner of the solid waste facility located at 225 and 333 Shoreway Road, in Redwood City and in San Carlos, respectively ("Permittee Property"). Rethink Waste and their site operator, South Bayshore Industries, will be conducting a capital improvement project on the Permittee Property to replace three large underground storage tanks. Permittee will occupy and use the 1-acre portion of the San Carlos Airport as lay down area for project materials, equipment, and vehicles while the Permittee Property is under construction.
DISCUSSION:
Permittee will be charged a monthly Permit Fee in the amount of $14,762.30 for the three (3) month term, and any extension options exercised. The commencement date is estimated to be July 1, 2024, with a 30-day grace period for commencement.
