BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population. Since 2008, Dr. Selner has provided podiatry services for San Mateo Medical Center (SMMC). The implied hourly rate for Dr. Selner's coverage under the prior contract was $164.70 per hour.
