BACKGROUND:
San Mateo County is the owner of modular offices and restroom trailers complex currently located pursuant to a license at 1402 Maple Street, Redwood City. For the past ten years, the trailers have been utilized by County capital construction project teams from the Jail Planning Unit and then Project Development Unit (PDU) to oversee ground-up construction projects. The PDU has relocated to the County's Redwood City Campus, the trailers are no longer in use, and the license for the trailers to occupy 1402 Maple Street is set to expire.

Bair Island Aquatic Center (BIAC), a registered 501(c)(3) non-profit organization located at 1450 Maple Street in Redwood City, was formed in 1999 to offer the community specialized programs related to paddling, rowing, and sculling. BIAC's primary goal is to make these activities accessible, inclusive, and equitable to persons of all ages and abilities. Specialized programs include youth programs, at-risk and disabled youth programs, disabled Veteran's programs, and programs for individuals with spinal cord injuries. BIAC currently lacks fixed utility-connected restroom facilities, relying instead upon rented portable restrooms.

DISCUSSION:
After substantial due diligence, the County has determined that the trailers at 1402 Maple Street, valued at less than $10,000, are no longer needed for any County purpose. As a result, the County intends to auc...
