BACKGROUND:
In April 2007, Mental Health Services issued an RFP for youth assessment services. No proposals were received for these services. David McIntyre was subsequently identified by staff as the only known qualified provider of these services.

On June 11, 2019, the Director of Behavioral Health and Recovery Services (BHRS) approved an agreement with David McIntyre for assessment and testimony on selected special education cases, for the term of July 1, 2019 through June 30, 2021, in an amount not to exceed $100,000.

DISCUSSION:
David McIntyre will provide psychological assessments for special education youth referred for mental health services under Chapter 26.5 of the Government Code. Services will also include psychological testing and evaluations for youth in the juvenile justice system; assessments and testimony in selected cases requiring mediation and/or fair hearings; and clinical supervision of clinical psychology interns. These services were previously provided by two contractors, David McIntyre and Bess Bruce, but Bess Bruce recently retired. The amendment is necessary so that David McIntyre can take over the role fully and continue to provide these services.
