BACKGROUND:
The San Mateo County Emergency Medical Services Agency (EMS Agency) provides administrative and regulatory oversight for the local emergency medical services system (EMS system). The EMS Agency's primary function is to plan, implement, and evaluate the local EMS system and its various components. This includes the licensing, authorization, and contract management of 9-1-1 emergency ambulance and medical first responder services.

On July 23, 2019, this Board approved an agreement with FirstWatch Solutions, Inc. (FirstWatch) for the term of July 1, 2019, through June 30, 2022, in an amount not to exceed $500,000. FirstWatch provides comprehensive data aggregation, analytics and reporting tools used by the EMS Agency to monitor EMS system clinical care and response time performance. These tools are highly specialized, meet state and federal requirements, include real-time surveillance and alerting, and facilitate active coordination, oversight and performance management of EMS first response and ambulance transport provider entities.
