BACKGROUND:
Jefferson Union High School District (JUHSD) operates the Daly City Youth Health Center (DCYHC), which provides youth with outpatient mental health services in Pacifica, Daly City, Colma, Brisbane and parts of South San Francisco. JUHSD also provides Alcohol and Other Drug (AOD) prevention services to reduce access to and availability of alcohol and other drugs to youth.

In addition, DCYHC will be the lead and fiscal agency for the community-based partnership in the Northwest portion of San Mateo County by providing AOD-related prevention services while continuing to reduce access to and availability of AOD to youth.

Under Administrative Memo B-1, agreements with other public entities, including governments, universities, schools, or other organizations acting as governmental agencies, are exempt from the County's competitive Request for Proposals process.
