BACKGROUND:
Public Safety Communications (PSC) has provided law enforcement communications under contract to the City of Half Moon Bay (the City) since 1990. The previous Agreement expired as of June 30, 2022, and PSC has continued to provide effective and efficient communications for the City since that time.

Since the last Agreement, the County has fully upgraded its 9-1-1 center with a new Computer-Aided Dispatch (CAD) system as well as its new home in the Regional Operations Center building.

DISCUSSION:
Under this Agreement, PSC will provide communications and dispatch services and supervisory personnel to oversee shift operations, 24 hours a day, seven days a week and serve as the 9-1-1 Public Safety Answering Point (PSAP). PSC will maintain the Geographical Information System (GIS) mapping files for the City's response areas and ensure that the CAD system accurately reflects the operations of the Half Moon Bay Bureau activities, and more, as outlined in the Agreement.

The City adopted this Agreement pending this Board's approval at its September 19, 2023 Council meeting.

The County Attorney has reviewed and approved this Agreement as to form.
