BACKGROUND:
Your Board has adopted similar resolutions designating parking restrictions.
Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the County of San Mateo's Ordinance provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.
The Department of Public Works (Department) received requests from residents on Clayton Drive for parking restrictions on Alameda de Las Pulgas in unincorported Menlo Park. The residents requested 'No Parking' zones on Alameda de Las Pulgas, both south and north of Clayton Drive.
DISCUSSION:
Staff investigated the requests and determined that a 'No Parking' zone is not warranted on Alameda de las Pulgas to the north of Clayton Drive, because sight distance is adequate. Cars parked along Alameda de Las Pulgas, to the south of Clayton Drive, significantly impact sight distance when turning left from Clayton drive onto Alameda de Las Pulgas. The lack of proper sight distance requires vehicles to encroach into the south bound traffic lane of Alameda de Las Pulgas to see oncoming traffic. The purpose of the parking restriction on Alameda de Las Pulgas is to increase the sight distance when exiting Clayton Drive.
The Department has evaluated the requests and determined that the proposed parking restriction along the south side of Alameda de Las Pulgas would benefit the community. The Department recommends adoption of the resolution to restrict parking.
