Adopt a resolution authorizing the Board president to execute the First Amendment to the County's agreement with Renaissance Entrepreneurship Center to implement the California Microbusiness COVID-19 Relief Grant program in partnership with the County for a term through December 31, 2022 in an amount not to exceed $917,630.67, and ratifying the California Office of Small Business Advocate California Microbusiness COVID-19 Relief Grant Program Agreement and First Amendment thereto.

BACKGROUND:
In 2021, the State established the California Microbusiness COVID-19 Relief Grant Program ("Program"), to assist qualified microbusinesses that have been significantly impacted by the COVID-19 pandemic in California. The Program is intended to provide relief to the hardest to reach microbusinesses and entrepreneurs. The Program is designed for implementation by individual participating counties and/or their fiscal agents in those counties. The State determined preliminary award amounts based on county population, with anticipated grants of $2,500 each for qualifying microbusinesses.
In November 2021, the County Executive's Office applied to participate in the Program. In connection with its grant application, the County entered into an agreement with Renaissance Entrepreneurship Center (Renaissance) to administer the program and act as the County's fiscal agent for purposes of distributing the grant funds to eligible microbusinesses (REC Agreement). Renaissance has been serving County small businesses for 14 years.
