BACKGROUND:

Stable housing plays a vital role in addressing significant reentry challenges by swiftly providing stable housing solutions, preventing homelessness, and establishing a foundation for rehabilitation and employment. By facilitating access to support services, promoting family reunification, and reducing the risk of reoffending, Rapid Re-housing contributes to successful reintegration into society. Rapid Re-housing is a program that helps people at risk of, or who are, experiencing homelessness find housing quickly. It offers short-term rental assistance and services to help people become self-sufficient and stay housed.

 

On April 9, 2024, by Resolution No. 080278, the County entered into an Agreement (“Agreement”) for the term of April 9, 2024 through June 30, 2025, for a total obligation amount not to exceed $910,608 to provide Rapid Re-housing (“RRH”) program services to Human Services Agency (“HSA”) Service Connect clients (formerly incarcerated individuals) and their families. Under this Agreement, Abode provides housing location services, temporary financial assistance, temporary case management services, and rental and moving assistance to formerly incarcerated individuals and their families.

 

On February 7, 2024, an HSA Director-level amendment (“First Amendment”) was authorized to roll over unspent budget funds from FY 2023-24 to FY 2024-25 with no change to the term and no change to the total obligation amount.

 

DISCUSSION:

HSA is requesting to further amend the contract with Abode Services to increase the term by 24 months for a new term of April 9, 2024 through June 30, 2027 and increase funding by $1,440,000 for a new total obligation amount of $2,350,608 to continue to provide RRH services for the additional term.

RRH services address significant reentry challenges for Service Connect clients by providing stable housing solutions, homeless prevention, and establishing a foundation for rehabilitation, and employment. Specifically, Abode will continue to provide housing location services, temporary financial assistance, temporary case management services, and rental and moving assistance to Service Connect clients (formerly incarcerated individuals and their families). This Amendment anticipates serving 10 clients in FY 2025-26, and 14 additional clients in FY 2026-27.

 

The resolution contains the County’s standard provisions allowing an amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

 

The Amendment and Resolution have been reviewed and approved by the County Attorney as to form.

COMMUNITY IMPACT:

The agreement addresses systemic barriers faced by justice-involved individuals, particularly those from marginalized communities, through the provision of housing location services, temporary financial assistance, temporary case management services, and rental and moving assistance. It aims to reduce recidivism, promote stability, and improve access to safe, affordable housing.

 

FISCAL IMPACT:

This Amendment adds two years to the term for a new term of April 9, 2024, through June 30, 2027.  Funding for the amended term is being increased by $1,440,000 for a new total obligation amount of $2,350,608 and is 100% funded by state AB 109 Realignment funds. Budgetary appropriation for this Agreement is included in the FY 2024-25 Adopted Budget and will be included in future budgets. There is no Net County Cost associated with this Agreement.
