Acting as the Governing Board of Commissioners of the Housing Authority of the County of San Mateo, adopt a Resolution establishing Salaries and Benefits for unrepresented Management employees of the Housing Authority for the period of October 1, 2025 through September 30, 2028.

BACKGROUND:

The Housing Authority of the County of San Mateo (HACSM) concluded negotiations with the American Federation of State, County, and Municipal Employees Council 57 (AFSCME) which resulted in recommended salary increases and other economic and non-economic changes for represented employees.

 

The authorization for the Executive Director of the Housing Authority to execute the Memorandum of Understanding (MOU) with AFSCME is also being presented at the June 9, 2026, Board meeting.

 

HACSM proposes that, in accordance with custom and practice, the same revised terms be adopted for the unrepresented Management employees.

 

DISCUSSION:

These recommendations are in alignment with HACSM’s negotiations goals and strategies, which include fiscal sustainability, equity and consistency.

 

The recommended resolution has the following primary elements:

 

Term:

October 1, 2025 through September 30, 2028 (three years)

 

Salary Adjustment:

                     3.25% increase effective the first full pay period of October 2025

                     Salary adjustments will be discussed as a reopener with the represented employees in October 2026 and October 2027.

 

Holidays

HACSM will add March 31, Farmworkers Day, to its list of recognized paid holidays.

 

HACSM shall provide two (2) paid Winter Recess holidays in December 2026 and December 2027 (sixteen hours for full-time employees). Winter Recess Holidays shall be taken between December 27 - December 31 each year (2026 and 2027).

 

Hospitalization and Medical Care

 

Effective the pay period following the Board of Commissioners adoption of the 2025 - 2028 MOU, HACSM will pay 90% of the cost of the medical, dental and vision plan and the employees will pay 10% of the cost of the medical, dental and vision plan.

 

Other Terms:

Employees covered by this Resolution will receive six (6) administrative leave hours per pay period starting with the first pay period in 2027.

 

The County Attorney’s Office has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is No Net County Cost associated with this action.  HACSM is 100% funded by the U.S. Department of Housing and Urban Development.  The cost of salary adjustments and health insurance applied to the unrepresented Management employees will be approximately $87,300 for October 2025 to September 2026.
