Adopt a resolution authorizing and directing the President of the Board of Supervisors to execute a new order schedule and addendum to the County’s subscription services agreement with Anaplan, Inc. to add the Anaplan Analyst and CoModeler features, with no change to the existing term through November 16, 2030, increasing the County’s maximum amount payable by $827,306 to an amount not to exceed $2,552,135, and providing AI terms.

BACKGROUND:
On November 4, 2025, following a competitive procurement process, this Board approved agreements with Anaplan, Inc. (Resolution No. 081495 (a-b)), to provide the County’s budget system software platform and with TruGov for associated implementation and support services.
The County currently prepares a two-year budget and issues four budget publications each year: the Recommended Budget, September revisions, the Adopted Budget, and the Mid-Year Report. The Anaplan platform was selected to provide a modern budget system capable of supporting budget development, position control, reporting, forecasting, data visualization, and digital-first publication of County budget materials.
Since approval of the agreements, County staff have continued implementation planning and have identified additional artificial intelligence-enabled capabilities that would enhance the value of the platform to County staff and improve the speed, flexibility, and quality of budget development and analysis.
DISCUSSION:
The County seeks to amend its existing agreement with Anaplan to add two new AI-enabled budget system features: Anaplan Analyst and CoModeler.
Anaplan Analyst is an AI-powered conversational assistant that enables business users to query, interpret, visualize, and summarize model data using natural language. This capability is expected to improve staff access to timely, contextual information from County budget models and support more efficient analysis and reporting.
CoModeler is an AI-assisted modeling capability that translates business requirements into Anaplan specifications and generates models, calculations, and logic consistent with platform best practices. This feature is expected to accelerate model development, improve productivity for administrators and model builders, and support the County’s ongoing configuration and refinement of its budget system.
The proposed Anaplan order schedule and addendum would add these features beginning May 1, 2026, through the current agreement term ending November 16, 2030. The additional cost for these features over the remainder of the initial term is $827,306, billed annually in advance. Approval of the addendum would increase the County’s maximum fiscal obligation under the Anaplan agreement for the initial term from $1,724,829 to $2,552,135. There would be no change to the agreement term.
The Technology Services Department has reviewed the proposed addendum and determined that it adheres to the County’s information technology security best practices and policies.
The County Attorney’s Office has reviewed and approved the resolution and proposed addendum as to form.

COMMUNITY IMPACT:
The County’s budget is both a financial plan and a communication tool that reflects the County’s priorities and values. Enhancing the County’s budget platform with AI-enabled analytical and modeling tools will improve staff capacity to produce accurate, timely, and understandable financial information for decision-makers and the public. These features are expected to strengthen the County’s ability to conduct analysis, improve scenario planning, and support the development of clear, data-informed budget materials.
FISCAL IMPACT:
The additional cost of the Anaplan addendum is $827,306 for the period May 1, 2026, through November 16, 2030, increasing the County’s maximum fiscal obligation under the Anaplan agreement for the initial term from $1,724,829 to $2,552,135. The proposed addendum will be funded by Non-Departmental Services. These funds are included in the FY 2025-26 Adopted Budget, and will be included in subsequent budgets.
