BACKGROUND:
On January 27, 2023, the Human Services Agency issued a Request for Proposals (RFP) to identify a provider to operate the Pacific Shelter, a 74-unit non-congregate homeless shelter located in Redwood City, and Samaritan House was selected as the provider based on their experience, qualifications, and overall approach as outlined in the evaluation criteria of the RFP.
On June 13, 2023, by Resolution No. 079748, the County entered into an agreement with Samaritan House for a term of July 1, 2023 to June 30, 2025, and a total obligation amount of $4,414,580, to operate the Pacific Shelter. Samaritan House provides residents experiencing homelessness a safe, temporary shelter and intensive services to assist them with identifying and moving into permanent housing as quickly as possible.
On June 11, 2024, by Resolution no. 080429, the parties amended the agreement to increase funds by $251,904 for a new total obligation amount of $4,666,484, with no change to the term to provide services to families in addition to single adults or adult couples.
Since this program began operation through December 31, 2024, it has provided 610 individuals with shelter services.
DISCUSSION:
HSA is requesting to amend the agreement with Samaritan House to extend the term by 24 months for a new term of July 1, 2023 to June 30, 2027, and increase funding by $4,414,580 for a new total obligation amount of $9,081,064, to continue providing facility operations, safe and temporary shelter, intensive housing-focused case management, and linkages to supportive services. Under this amendment, it is projected that approximately 150 individuals will be served during FY 2025-26, and another 150 individuals during FY 2026-27, for a total of 300 individuals served over the two-year period.
The Amendment and Resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
This Agreement addresses the urgent needs of unhoused adults by providing a safe and supportive environment to help them stabilize, minimize trauma, and work towards permanent housing. By assisting a vulnerable and underserved community, many of whom are people of color, the services provided helps address systemic inequities and barriers to housing. It is a step forward to fostering inclusivity and ensuring all residents have access to safe living conditions and the supportive services that a shelter provides.
FISCAL IMPACT:
The term of this amended agreement is July 01, 2023 through June 30, 2027. The amendment adds $4,414,580 in Measure K sales and use tax revenue for a new total amount not to exceed $9,081,064. Budgetary appropriation for this agreement is included in the FY 2024-25 Adopted Budget and will be included in future budgets that are affected by this agreement.
