Adopt a resolution authorizing the County Executive or his designee, Director of the Department of Emergency Management, to submit a grant application to the Governor’s Office of Emergency Services (OES) for the FY 2022 Emergency Management Performance Grant (EMPG) and for subsequent EMPG funding rounds in FY 2023 and FY 2024 in the amount not to exceed $969,000.

BACKGROUND:
The Department of Emergency Management (DEM), among other roles, disseminates emergency related information and coordinates response to disasters or emergencies that may occur in the County. DEM serves as the liaison to the 20 Cities within the County and the County itself with respect to emergency related issues. DEM has served as the local administrator for the EMPG for the last several years.
DISCUSSION:
The purpose of the Emergency Management Performance Grant Program (EMPG) is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.
Funds awarded under the EMPG will allow OES to support activities that contribute to the DEM capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters whether natural or manmade. The EMPG funding will also be used to pay for a liaison position to coordinate emergency preparedness and response with local fire and law enforcement agencies. As part of the EMPG application process, OES requires grantees to certify by resolution that their governing body approves of submission of an application to the state and allows grantees to receive said approval in advance for up to three years.
The resolution has been reviewed and approved as to form by the County Attorney.
FISCAL IMPACT:
If awarded, funds from the Emergency Management Performance Grant will be distributed on an annual basis with the County receiving $323,000 per grant year, for a total of $969,000 received across three grant periods from FY 2022 to FY 2024. The grant requires a dollar-for-dollar in-kind match of $323,000 for each year in which the funds are awarded which will come from the 50% contribution by the County Executive’s Office to the Emergency Services Council JPA budget.
