BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 3 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to Pedro Point Community Association, and resulting grant agreement, in an amount not to exceed $10,000, to provide for the restoration of the Pedro Point Firehouse. The County Executive will administer and manage the proposed agreement.

District 3 indicates that this organization has not previously received Measure K district-discretionary funding.

A quarter of a century before Pacifica’s incorporation, the residents of Pedro Point formed the Pedro Valley Improvement Association, later renamed the Pedro Point Community Association (PPCA).  The PPCA raised funds from the residents of this community to bring sewer, water, paved streets, and other improvements to this neighborhood. In 1945, 32 members of the neighborhood pooled $700 and built the Pedro Point Firehouse, which in addition to housing the neighborhood’s one firetruck, also doubled as a social hall and community center.

 

Today, the all-volunteer PPCA continues to operate and maintain the firehouse for the use and benefit of the community and visitors to Pedro Point.  The historic charm of the firehouse has been a Pacifica destination for generations and serves as the heart of the Pedro Point community.  Over the years, the PPCA has hosted countless free events and activities including potlucks, movie nights, author talks, musical performances by Pacifica students and more. The firehouse also serves as an affordable local venue for weddings, baby showers, birthdays, anniversaries, and graduation parties that enhances its value to the community at large.

The Pedro Point Firehouse has long served as a rare, low-cost community venue and gathering place, but its deteriorating condition threatens its continued use and the rising cost of venue rentals has created a significant barrier for families, non-profits and grassroots organizations seeking accessible, budget-friendly spaces to gather for celebrations, meetings, and cultural events. By enabling the preservation of this space, the grant will help the PPCA to continue to meet the pressing need for affordable, inclusive gathering spaces while strengthening community ties, fostering local engagement, and ensuring that all residents, regardless of income, can come together to celebrate, inform and connect.

Since its construction, the firehouse maintenance has been managed through volunteer efforts led by the PPCA.  Despite this, its weathered siding and eroding wood framing recently required critical significant renovation (i.e. residing with durable Hardie planking and dry-rot repair).  Private donations from individuals combined with existing PPCA revenue enabled repairs to begin but additional funds are needed to complete the renovation project.

 

District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant toward planned repairs up to $10,000, including but not limited to repairing damaged roof tiles (current estimate: $11,200); replacing rusted gutters (current estimate: $1,500); re-staining the outside deck (current estimate: $200), installing sheet rock (current estimate: $500), and purchasing a new heater (current estimate: $1,000).  (While the total project budget exceeds $10,000, $10,000 will be the maximum grant amount.)  The grantee will obtain additional donations from private individuals and local businesses to meet the full costs of the project.

 

The project or services funded by this district-discretionary grant will be implemented beginning February 25, 2025 and is estimated to be completed by December 31, 2025.

 

Total Measure K Request: Not to Exceed $10,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
