Adopt a resolution:

 

A)                     Adopting plans and specifications, including conformance with general prevailing wage scale requirements for the San Carlos Airport Taxiway J, K, L, & M Reconfiguration Project; and

 

B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, April 3, 2025, at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On March 29, 2011, this Board adopted Resolution No. 071336 which authorized the Director of Public Works to execute and accept grant agreements with the Federal Aviation Administration (FAA).

 

Taxiways J, K, L, & M at the San Carlos Airport do not meet current FAA design standards. The FAA mandates that the San Carlos Airport maintain its taxiways and overall airfield layout in accordance with its regulations. To accomplish this, the FAA provides grant funding for 95 percent of the project costs for necessary repairs and upgrades. 

 

DISCUSSION:

The Department retained C&S Companies to develop plans and specifications for the San Carlos Airport Taxiway J, K, L, & M Reconfiguration Project (Project). The Project improvements will include, in general, removal of pavement markings along all four (4) existing parallel taxiways, rehabilitating the taxiway pavement by sealing cracks, applying a seal coat on the pavement and isolated pavement edge replacement, reconfiguring the four (4) existing parallel taxiways to two (2) parallel taxiways, and restriping the taxiways accordingly.

 

While the San Carlos Airport will remain open during construction, sections of the taxiways will be partially closed for approximately sixty (60) days. The Airport staff is coordinating with its tenants and businesses about the necessary repairs and associated partial taxiway closures. This Project complies with all FAA requirements, and local and state codes.

 

The County Attorney has reviewed and approved the resolution as to form.

This Project will help sustain economic opportunities, emergency response capabilities, and community mobility for a diverse range of users, further reflecting the County’s dedication to providing equitable and high-quality transportation infrastructure.

 

Additionally, this Project will enhance opportunities for community-focused volunteer organizations that operate at San Carlos Airport, including those dedicated to youth STEM education and aviation scholarship programs. By maintaining a safe and modern airport environment, the County supports initiatives that inspire the next generation of aviators and engineers, expand access to educational programs, and provide pathways to aviation careers for underrepresented communities. This investment not only strengthens aviation operations, but also reinforces the airport’s role as a hub for education, workforce development, and community engagement.

 

FISCAL IMPACT:

The total cost of this Project is estimated at $931,000 and is proposed to be financed as follows:

 

 

The Project will initially be financed from the Airport Enterprise Fund as the Federal grants are received on a reimbursable basis. The Airport Enterprise Fund has the capability to accommodate the cash flow requirements of this Project while monthly grant reimbursements are requested of the FAA. The FAA grant applications and amount represented above are based upon estimated costs, but the actual grant offers will be based on the lowest responsive bid received.

 

There is no impact to the General Fund.
