Approve an Appropriation Transfer Request (ATR) transferring Departmental Reserves in the amount of $450,000 to Operating Transfer Out for the Department of Public Works to address building remodel needs at 849 and 863 Mitten Road, Burlingame for the relocation of Department of Agriculture/Weights & Measures.

BACKGROUND:
The Department of Agriculture/Weights & Measures (AWM) is currently operating from a group of aging buildings and a temporary trailer on two parcels in a Redwood City residential neighborhood, and a leased field office in San Bruno. In 2024, the County purchased 849 and 863 Mitten Road, Burlingame with plans to relocate AWM to provide for improved office facilities and consolidation of office space into one county-owned building. The site requires renovations to meet the needs of the department including personnel space and weights and measures labs to carry out regulatory functions.
DISCUSSION:
The Department of Agriculture/Weights & Measures is requesting that the Board authorize the Director of Agriculture/Weights & Measures to transfer departmental reserve funding in its budget to cover one-time renovation costs to the DPW Capital Improvement Project’s Agriculture/Weights & Measures Remodel Mitten project fund.
COMMUNITY IMPACT:
Use of departmental reserves to modernize and centralize facilities for the Department of Agriculture/Weights & Measures will improve coordination and operation response times, with a facility designed for accessibility and functional space for public engagement.
FISCAL IMPACT:
There is no impact to Net County Cost. Approval of the ATR will decrease departmental reserves by $450,000 resulting in a reserve that is 8.1 percent of net appropriations, in compliance with the County’s reserve requirements.
