BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: MELP/AbleCloset has requested 50 percent ($15,000) of the grant amount as upfront funding, with the remaining 50 percent ($15,000) paid on a reimbursement basis. This payment structure requires Board approval because the criteria for district-discretionary Measure K funds approved by the Board provide for reimbursement payments. The partial upfront payment schedule is necessary because MELP/AbelCloset will use funding for current rent while working to resolve their budget shortfall. The Board may approve this exception to the criteria by adopting the resolution.

 

District 4 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board members, members’ family, and members’ supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant of $30,000, to support the ongoing operation of the MELP/AbleCloset.  The County Executive’s Office will administer and manage the proposed agreement.

District 4 indicates that this organization has not previously received Measure K district-discretionary funding.

MELP/AbleCloset is a 501c3 non-profit organization that was founded in 2009 by the parent of a child with special needs, her child’s physical therapist, and the therapist’s husband, with the vision of providing children with special needs a resource for borrowing adaptive equipment. MELP/AbleCloset continues to provide free durable medical equipment to both adults and disabled children.  The medical equipment it distributes consists of wheelchairs, walkers, rollators, bath seats, toilet risers, and other equipment used by disabled individuals. MELP/AbleCloset obtains the equipment via donations from individuals or companies that no longer need the equipment. Since its inception, MELP/AbleCloset has given 4,000 pieces of equipment directly to clients and donated 2,000 pieces of equipment to other nonprofits.

MELP/Able Closet is run purely by volunteers and their main expense is the rental of a warehouse in San Carlos.  Their expected income from donations is less than their expected cost for the year.  This district-discretionary grant will be used to cover warehouse rental expense shortfall for the remainder of FY2024-25, to allow the organization to continue providing services in FY 2024-25.

District 4 has informed the grantee organization that this grant is one-time only, and the grantee organization will need to find other sources of funding going forward. 

 

Total Measure K Request: Not to Exceed $30,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Approved Recommended Budget.
