BACKGROUND:

The Sheriff’s Office has over 700 sworn and professional staff assigned to patrol operations, corrections, court security, investigations, and administrative functions. Employees routinely perform duties that expose them to critical incidents, traumatic events, and sustained operational stress. These experiences may include officer-involved critical incidents, in-custody deaths, child abuse cases, violent crimes, natural disasters, and other high-impact events that can have both immediate and cumulative psychological effects.

The nature of public safety work presents unique cultural and operational challenges to seeking mental health support. Employees often work irregular schedules, extended shifts, and high-adrenaline assignments while maintaining public trust and operational readiness. Concerns about stigma, confidentiality, and career impact can create barriers to accessing supportive services. For these reasons, the Sheriff’s Office requires a counseling provider with demonstrated expertise in working with law enforcement and correctional professionals, a strong understanding of public safety culture, and the ability to build trust across all ranks and classifications.

DISCUSSION:

In March 2026, the County issued a Request for Proposals for professional counseling services. The Sheriff’s Office received three proposals, and The Counseling Team International was selected as the best value responsive and responsible bidder. The proposed agreement with The Counseling Team International provides short-term counseling, wellness visits, peer support consultation, critical incident field response, and training in wellness related topics for both sworn and professional staff of the Sheriff’s Office.

The County Attorney has reviewed and approved the agreement and resolution as to form.

COMMUNITY IMPACT:

This agreement will support and enhance workforce wellness, mitigate the impact of critical incidents, and sustain a healthy, resilient organization committed to serving the community.

FISCAL IMPACT:

This agreement is for a three-year term with an option to extend the term for an additional period not to exceed two years, in an amount not to exceed $250,000. Funding for this agreement has been included in the Sheriff’s Office FY 2026-27 Recommended Budget.
