Recommendation for reappointments to the Housing and Community Development Committee, each for a 4-year term effective January 1, 2024 through December 31, 2027:
A) Jenny Skoble, Member At-Large for a second term; and
B) Lavinia Prema, Member At-Large for a first full term; and
C) Monika Lee, representing the Commission on Aging, for a first full term.

BACKGROUND:
The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds. The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.
DISCUSSION:
Jenny Skoble has served on the HCDC since June 2016 and is being recommended for a second full 4-year term. Lavinia Prema is being recommended to serve her first full 4-year term effective at the conclusion of her initial partial term ending on December 31, 2023. Monika Lee has served as the Commission on Aging representative since her initial term began in May 2022 and is being recommended for her first 4-year term. Upon approval of these reappointments, all appointees’ terms will take effect January 1, 2024.
Jenny Skoble obtained a Juris Doctorate from Benjamin N. Cardozo School of Law in New York. She currently volunteers as a mediator at Community Boards in San Francisco, Peninsula Conflict Resolution Center in San Mateo and serves as Board Chair of Coastside Children’s Programs in Half Moon Bay.
Lavinia Prema is an experienced Legal Office Specialist and Deputy Court Clerk. Currently, she provides administrative support at the County of San Mateo Sheriff’s Office. Her previous role was with the County of San Mateo Probation Department, where she supported the Probation Officer in the Diversion Unit, managed case files, and handled various desk duties. Prior to this, she worked as a Deputy Court Clerk at the San Mateo Superior Court. Lavinia’s experience in the legal sector has honed her skills in handling confidential information, managing multiple tasks, and delivering excellent customer service. She is a quick learner, having mastered various desk duties within a few months at all her previous roles.
Monika Lee retired in 2022 after almost 40 years as a litigator in private practice. Prior to law school, she earned a Ph.D. in Urban Economics and worked for two years at HUD in Washington as a research economist. As an attorney, her pro bono work included representing indigent tenants in unlawful detainer cases. She first became involved with issues concerning older adults more than a decade ago when she joined Ombudsman Services of San Mateo County as a volunteer field ombudsman. At present, she is a commissioner on the San Mateo Senior Citizen Commission and the San Mateo County Commission on Aging, as well as a member of the San Mateo Age Friendly Task Force. She is also a member of the board of Villages of San Mateo County and Ombudsman Services of San Mateo County.
