BACKGROUND:

The Technology Services Department (TSD) is responsible for managing and maintaining the County’s public-facing web platforms to ensure that residents, businesses, and stakeholders have reliable access to critical information and services. The County’s primary website, Drupal platform, serves as the primary public web portal for 20 County departments and agencies. In addition, the County operates approximately 30 separate public WordPress websites designed for diverse audiences, programs, and services. Together, these websites form a vital communication and service delivery channel for the County.

 

On May 6, 2025, TSD released a Request for Proposals (RFP), RFP# ISD-20251904, seeking a reliable, secure, and high-availability enterprise hosting solution to support both Drupal and WordPress websites. Six (6) proposals were received and the proposal from Pantheon Systems, Inc. was identified as the most suitable for the County.

 

DISCUSSION:

As the County expands its digital services, the demand for scalable, secure, and high-availability web hosting solutions continues to grow. Public-facing websites are essential tools for engaging residents, sharing information, delivering services, and supporting transparency in government. The selected hosting solution will provide the County with improved site reliability, enhanced security protections, and flexible service tiers to meet the evolving needs of departments and programs. By consolidating hosting services under an enterprise agreement, TSD will strengthen its ability to manage platform uptime, streamline technical support, and adapt to future technological needs.

 

TSD is seeking approval from your Board to execute an agreement with Pantheon Systems, Inc. to provide enterprise web application hosting services for the County’s Drupal and WordPress platforms.

 

The County Attorney’s Office has reviewed and approved the Resolution and Agreement as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

Approval of this Agreement will improve the County’s ability to deliver reliable and secure online services by leveraging a high-availability enterprise hosting platform for its Drupal and WordPress websites. This will ensure the public has uninterrupted access to critical information and resources.

Reliable and secure web hosting services ensure that the County can provide uninterrupted access to public-facing websites, which are essential for communication, service delivery, and community engagement. Improved availability and security of these digital platforms will enhance the County’s ability to serve residents equitably, particularly in times of emergency or when critical information must be delivered quickly.

 

FISCAL IMPACT:

The term of this agreement is from January 13, 2026 through January 12, 2031. The total not to exceed amount for this agreement is $485,280.00. Funding for this contract is included in TSD’s FY 2025-26 Adopted Budget and will be included in future budgets. The ongoing cost is included in the Core IT service charges distributed to County departments.
