BACKGROUND:
On July 11, 2023, this Board adopted Resolution No. 079814(i) authorizing an Agreement with 4Leaf, Inc. for Inspector of Record (IOR) services on an as-needed basis to assist the Department of Public Works (Department) managed Capital Projects. The Agreement term was from July 11, 2023 through July 10, 2026.
On April 22, 2026, as authorized by Resolution No. 079814(i), the Director of Public Works executed Amendment No. 1 to add plan review services and increase the not-to-exceed amount by $25,000 and extending the term through July 10, 2028.
DISCUSSION:
The Department currently has several projects including the Family Justice Center, Pescadero Fire Station 59, Mitten Road Tenant Improvements, COB2 and HOJ 1st Floor Projects with aggressive timelines as a result of the County moving out of leased spaces and moving into County owned buildings. The Department is in need of IOR and plan review services for these projects, as well as other Capital Improvement Plan projects. There are open task orders with 4Leaf, Inc., one of which have plans expected to be submitted in early 2027. Changing the IOR mid-project would cause significant delays in project delivery.
4Leaf, Inc. has the in-house resources and capacity to expedite the plan review process, helping to meet the required project timelines. The Department is requesting that the current on-call agreement be extended to allow 4Leaf, Inc. to provide the necessary services. The Department intends to issue a new RFP for on-call IOR services in mid-2027.
Amendment No. 2 is for an additional $225,000 for a new not-to-exceed amount of $550,000 and extend the term through July 10, 2030 through project completion for the current task orders.
The County Attorney has reviewed and approved the resolution and amendment as to form.

Having the same IOR and plan review firm on a project ensures seamless continuity and regulatory accountability, directly benefiting the community by minimizing costly construction delays and ensuring the built environment strictly adheres to public safety and building code standards
FISCAL IMPACT:
Amendment No. 2 is for an additional $225,000 for a new not-to-exceed amount of $550,000 through July 10, 2030. Funding for this amendment is included in the Department’s Recommended Budget for FY 2026-27 and will be included in future budgets.
There is no additional impact to the General Fund.
