Measure K: Recommendation to:
A) Adopt a resolution authorizing a one-time grant to Rebuilding Together Peninsula for the “Raise the Roof” program funds, for a total amount not to exceed $135,000, and authorizing the County Manager, or designee, to execute the grant agreement; and
B) Authorize an Appropriations Transfer Request (ATR) appropriating $135,000 from Non-Departmental Services Measure K Loans and Grants to Non-Departmental Services Miscellaneous Other Contributions to fund the grant.

BACKGROUND:
Rebuilding Together Peninsula’s (RTP) mission is to repair homes, revitalize communities, and rebuild lives. Their work, which is unique because it preserves single family homes in vulnerable communities, preserves affordable housing by bringing together skilled staff and volunteers to address critical health and safety-related repairs for vulnerable, low-income homeowners. Their projects help bring hope and dignity, and build intergenerational housing equity to low-income families who might otherwise become displaced. Since 1989, with the help of approximately 2,000 volunteers each year, RTP has repaired over 2,900 homes and community centers throughout San Mateo County and Sunnyvale. These repairs are valued at more than $45 million in donated time and materials.
RTP works with local governments through the Community Development Block Grant program to offer minor home rehabilitation. However, this federal funding stream limits repairs to less than $5,000 per household, often a fraction of what is needed to make a home healthy and safe and remain part of our community’s affordable housing stock. The most difficult aspects of RTP’s work are repair and construction costs, and the increasing demand for major repair projects from low-income homeowners as their houses age. Without these major repairs completed first, RTP’s minor home repairs can do little to mitigate threats to safety and health.
DISCUSSION:
This is a request to authorize a one-time grant of Measure K funds, not to exceed $135,000, to RTP for their “Raise the Roof” program to fund six major repairs for low or extremely low-income homeowners or community facilities in vulnerable communities within District 4. The County Manager’s Office will administer and manage the proposed agreement.
This Measure K grant of $135,000 will enable RTP to perform major repair projects (e.g. roofs, electrical, plumbing) at six homes owned by low or extremely low-income individuals or non-profit community facilities in vulnerable communities within District 4 over the next year. Each of the six selected projects undergo a comprehensive review before they are selected, including income qualification and repairs necessary to the home/facility. This is only a fraction of the need, but this amount far exceeds the funding RTP had budgeted for roof replacements. In fact, due to the COVID-19 related impacts on RTP’s funding streams in 2020, they were limited to doing only one major repair like a roof replacement.
