BACKGROUND:
On November 14, 2023, this Board adopted Resolution No. 080039(h), which authorized an on-call agreement with H.T. Harvey & Associates to provide on-call engineering and professional services in an amount not to exceed $500,000 and for a period of three (3) years through November 13, 2026.
As authorized by Resolution No. 080039(h) on March 24, 2026, Amendment No. 1 extended the term of the agreement through November 13, 2028, and on June 8, 2026, Amendment No. 2 assigned all obligations and liabilities of the Agreement from H.T. Harvey & Associates as “Assignor” to Integral Consulting Inc. as “Assignee”.
DISCUSSION:
Under the current on-call agreement, the Department of Public Works (Department) partnered with Integral Consulting, Inc. (formerly H.T. Harvey and Associates) and their sub-consultant Herrera Environmental on a grant application to the California State Coastal Conservancy for the Half Moon Bay Landfill Clean Closure Climate Resilience and Restoration Project (Project). Integral Consulting, Inc. was instrumental in the successful grant application and assisted with co-writing the application, budgeting, project scoping, and planning. Staff anticipates that on September 17, 2026, the California State Coastal Conservancy will approve a $1,000,000 grant to support planning, technical studies, environmental review, stakeholder engagement, and conceptual design for the Project.
Amendment No. 3 will allow Integral Consulting, Inc. to continue to provide the necessary services for implementation of the Project and continued services for other various as-needed County projects and tasks. The Department has coordinated with Integral Consulting Inc. regarding the requested increase and is recommending that Amendment No.3 be executed to allow for continued on-call services and successful implementation of the Project. Amendment No. 3 increases the not-to-exceed amount of the Agreement by $1,100,000 to $1,600,000. The increase reflects services necessary to implement the Project, including work funded through the California State Coastal Conservancy grant and the required local match, while also maintaining capacity for other as-needed County projects.
The County Attorney has reviewed and approved the resolution and amendment as to form.
COMMUNITY IMPACT:
The Department, through this recommended action, reaffirms its commitment to protect coastal resources, public infrastructure, recreational access, and nearby communities by contracting services to support development a long-term strategy to address erosion risks at the closed Half Moon Bay Landfill. The Project also supports the County's climate resilience goals by evaluating opportunities to restore habitat, improve shoreline resilience, and reduce future environmental risks.
FISCAL IMPACT:
This Amendment will increase the current Agreement amount by $1,100,000, for a new not-to-exceed amount of $1,600,000. The California State Coastal Conservancy grant award will provide $1,000,000 for the Project. The grant requires County match of $216,500. The Sustainability Department is anticipated to contribute $41,000, with the remaining amount not to exceed $300,000 requested from General Funds.
The Department is requesting a $300,000 General Fund allocation through a separate Board item to provide the remaining local match required for the grant-funded Project and to establish contingency funding for any unforeseen conditions that may arise during the Project. The contingency funding will only be used if necessary, and any unexpended General Fund balance remaining upon completion of the Project will be returned to the General Fund.
