BACKGROUND:

The County has multiple large, ongoing, new capital construction projects underway. To manage these construction projects properly, the Project Development Unit (PDU) requires the services and expertise of qualified construction project management consultants and support services. PDU regularly maintains a variety of professional on-call service agreements which permits the unit to expedite construction projects and feasibility studies for the County of San Mateo. Vanir Construction Management, Inc. has provided PDU with on-call consulting on multiple current projects.

 

DISCUSSION:

On September 8, 2023, PDU conducted a formal Request for Proposals for On-Call Project and Construction Management Services. An internal County interdepartmental selection committee comprised of PDU, and the Department of Public Works staff reviewed and evaluated the 16 on call construction project management proposals submitted.

 

After the review, performed by staff from multiple County Departments, eight firms were qualified for the on-call list: Advanced Management and Consulting LLC, Cobalt Development LLC, Edgar Lopez & Associates LLC, Griffin Structures, Macks Craic, Inc. (DBA mack5), STV Construction INC., Vanir Construction Management, Inc., and VRVC Virtual Construction Consulting. Due to the many complexities of PDU’s construction projects, PDU has multiple teams with diverse skills and expertise in construction management working together. Combining their expertise helps achieve the County’s goals and expectations. Vanir project management staff is currently active on multiple projects, such as the Cordilleras Health System Replacement project, San Mateo Medical Center Renovation project, Navigation Center project, County Office Building 3 project, and the South San Francisco (North County) Wellness Center.

 

The resolution contains standard provisions that will allow the Interim Director of the Project Development Unit, or designee, the authority to modify the terms and conditions of the agreement and execute change orders not exceeding $25,000 for a total contract value of $2,025,000.

 

County Attorney has reviewed and approved the resolution as to form.

 

The summary of the proposals received is attached as "Exhibit A.”

 

EQUITY IMPACT:

The capital construction projects that are underway provide the community and the County with improved and sustainable infrastructure that will continue to provide essential County services. With the assistance of the diverse teams of experienced project and construction managers, the County can move forward with providing services to the many groups within the County’s growing communities.

 

FISCAL IMPACT:

The cost of the agreement will be paid from funds allocated to the projects to which the on-call project and construction management consultants are assigned. There is no further impact to the General Fund.
