BACKGROUND:
On March 3, 2020, the County’s Health Officer issued a “Declaration of Local Health Emergency Regarding Novel Coronavirus 2019,” and the County Manager, as the County’s Director of Emergency Services (the “Director”), issued a proclamation of local emergency pursuant to Government Code section 8630 and Chapter 2.46 of the County’s Ordinance Code, which proclamation was ratified by this Board on March 10, 2020, pursuant to Government Code section 8630, and extended by this Board on April 7, 2020, until such time as the local emergency is terminated (the “COVID-19 Local Emergency”).
In response to the COVID-19 Local Emergency, the County of San Mateo’s Emergency Operations Center (EOC) was engaged to assist in the County’s response. Pursuant to Section 2.83.040 of the County Ordinance Code, the Director entered into an agreement with Mental Health Association (“Contractor”) for the provision of case management services and assisting in eliminating barriers for individuals who are required to self-isolate and quarantine due to COVID-19 for an amount not to exceed $489,183 (the “Agreement”).
DISCUSSION:
Contractor is a highly experienced non-profit provider of health services that has worked to enrich the life of many for over 60 years in the County of San Mateo by providing shelter, support and opportunities to populations in need. The services provided as part of this Agreement include case management to individuals identified by San Mateo County Health-Public Health Policy and Planning (PHPP) in order to eliminate barriers to successful isolation and quarantine as required by local Health Officer orders. The population includes individuals who may successfully isolate or quarantine in their own homes if certain barriers are removed, as well as a group whose ability to isolate or quarantine requires placement in hotels during the COVID-19 emergency.
These services have significantly contributed to the successful isolation and quarantine of individuals during the COVID-19 emergency. Due to the ongoing COVID-19 Local Emergency, the County has a continuing need for the support services provided by Contractor and staff therefore recommends this Board authorize a first amendment to increase the maximum fiscal obligation by $383,139 to an amount not to exceed $872,322.
FISCAL IMPACT:
This amendment is for $383,139, bringing the total value of the contract to $872,322. The Agreement was included in the COVID-19 Appropriation Transfer Request approved by this Board on June 2, 2020.
