Adopt a resolution authorizing an amendment to the County’s agreement with V & H Hospitality, Inc. for hotel services, for the term of July 1, 2024 through June 30, 2029, increasing the amount by $200,000 for a total amount not to exceed $400,000.

BACKGROUND:
Aging and Disability Services (ADS) provides a wide range of services to assist seniors, people with disabilities, and dependent adults to live as safely and independently as possible in the community.
Adult Protective Services (APS) helps adults 60 and older and dependent adults (18-59 with disabilities) when the clients are unable to meet their own needs or are victims of abuse, neglect, or exploitation. The locally administered and state-funded Home Safe program is for current APS clients or those in the APS intake process. It works to address homelessness among seniors and adults with disabilities, in part by providing housing navigation and direct financial assistance.
Starting in 2021, the California Department of Social Services (CDSS) announced noncompetitive allocations based on local need methodology for all 58 counties. The most recent funding, announced in November 2025, resulted in $1,023,027 for San Mateo County. The need for hotel services to provide emergency shelter for clients has risen quickly during the three years San Mateo County has received Home Safe funding. In recent months, the use of hotels has been reduced to serving Home Safe clients who are frail and/or medically compromised and unable to be housed in shelters.
In addition to Home Safe, ADS clients receive hotel services for a variety of other reasons, including, but not limited to financial instability, mental health crises, behavioral issues, elder abuse, and physical disabilities. Hotel services have also been used in emergencies, such as when clients’ homes are damaged by extreme weather incidents. Hotel/motel stays may range from a few days to up to a little over a month.
DISCUSSION:
ADS issued a Request for Proposals for hotel services in March 2024 and Jahini LLC, DBA Redwood Creek Inn and V & H Hospitality, Inc., were selected. V & H Hospitality, Inc., has been providing hotel services to the County since April 2022, and Jahini LLC, DBA Redwood Creek Inn since July 2024. V & H Hospitality, Inc., operates hotels in San Bruno and Belmont while Jahini LLC, DBA Redwood Creek Inn is in Redwood City. The locations of these hotels provide options for ADS to conveniently place clients closer to their communities. Hotel services prevent ADS clients from becoming unhoused or homeless by providing short-term housing. During a client’s hotel stay, ADS works to connect clients to long-term resources such as case management, medical services, and housing navigation.
There has been a high utilization of the V & H Hospitality, Inc. contract due to favorable rates and convenience for clients. As such, contract expenditures are approaching the maximum allowable amount under its current resolution. ADS is requesting approval of an amendment to allow continued utilization of hotel services.
The Home Safe funding ends June 30, 2028. After the funding ends, APS General Funds will be used to serve clients with temporary housing needs.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that approximately 15 clients from Home Safe and other ADS programs will receive hotel services.

COMMUNITY IMPACT:
This contract will positively impact ADS clients at risk of homelessness by strengthening housing stability, safety, and overall quality of life by providing short-term housing arrangements to those in need.
This hotel contract serves Home Safe clients through ADS’ partnership with Institute on Aging. This collaboration has improved referral pathways to supportive housing and related services, ensuring that older adults and people with disabilities with complex needs receive timely and appropriate assistance. This contract will also serve APS clients with issues such as financial instability, mental health crises, behavioral concerns, elder abuse, and physical disabilities.
Home Safe staff has established a strong partnership with the County’s Navigation Center, enabling targeted outreach to older and dependent adults residing in the Navigation Center and other shelters. This collaboration supports early identification of housing instability, improves service coordination, and facilitates smoother transitions into long-term housing solutions for residents at heightened risk of homelessness. APS staff connects clients with long-term resources such as case management, medical services, and counseling during their hotel stays.
FISCAL IMPACT:
This amendment to the agreement with V & H Hospitality, Inc. extends the contract through June 30, 2029, and increases the amount by $200,000 for a total amount not to exceed $400,000 for the five-year term. Funding will come from the CDSS Home Safe funding and then from ADS General Funds.
