Adopt a resolution authorizing an amendment to the Memorandum of Understanding between Behavioral Health and Recovery Services and First 5 San Mateo County to provide training and support for child and family serving organizations to make internal operations more trauma-informed for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $300,000.

BACKGROUND:
Between October and December 2017, San Mateo County Behavioral Health and Recovery Services (BHRS) hosted a prevention and early intervention taskforce (PEI Taskforce) of subject-matter experts, leaders, clients/consumers and family, and community members to develop specific strategic and programmatic recommendations for the Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) component for children ages 0-5. Participants reviewed data, best practices and current program outcomes, prioritized across issues, and helped develop a final set of recommendations for the MHSA three-year plan FY 2017-20. The PEI Taskforce highlighted early identification and treatment for children ages 0-5 as a priority and agreed that the results of a community planning effort, currently conducted by First 5 San Mateo County (First 5), would be important to leverage and support.
The Mental Health Substance Abuse and Recovery Commission voted to open a 30-day public comment period and subsequently approved the recommendations following a public hearing on February 6, 2018.
Additionally, the First 5 Mental Health’s Building Steering Committee recommended prioritizing the development of an Early Childhood Trauma-Informed Systems Initiative (ECTISI), with a specific goal of supporting child-and family-serving organizations and systems become more trauma-informed in their operations. This recommendation was approved by First 5 on January 22, 2018.
DISCUSSION:
The Memorandum of Understanding (MOU) will support the collaboration of BHRS and First 5 on the development of trauma-informed agencies with the goal of embedding trauma-informed policies and practices at every level of child-and family-serving agencies. Through the amendment, the ECTISI will assess, train and support 40 child-and family-serving organizations to become more trauma-informed, which will include training and resources for professionals working with children and families.
BHRS will provide continued representation on the Trauma-Informed Systems Implementation Committee to support the development and implementation of ECTISI. First 5 will manage the project and contract with subject-matter experts in the field to conduct the trauma-informed systems trainings and activities as needed.
The amended MOU and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
This amended MOU is coming to the Board now because it was recently formalized between BHRS and First 5.
It is anticipated that 80% of agencies completing the trainings will be at Stage 1 or higher on the Trauma-Informed Organizations Framework in the first year. In the second year, 15 of the 36 agencies will receive additional technical support and 80% of those agencies are anticipated to achieve Stage 2 or higher.

FISCAL IMPACT:
The term of the MOU is July 1, 2019 through June 30, 2022. The amount of the agreement is not to exceed $300,000 for the two-year term. Funds in the amount of $115,000 were included in the BHRS FY 2019-20 Adopted Budget, $100,000 are included in the BHRS FY 2020-21 Adopted Budget. The remaining $85,000 will be included in the BHRS FY 2021-22 Recommended Budget to support the completion of deliverables in the MOU Scope of Work. Of the FY 2021-22 amount, the full amount of $85,000 will be funded by MHSA PEI. There is no Net County cost.
