BACKGROUND:

In January 2024, the Human Services Agency (HSA) applied for a Measure K grant through the County Executive’s Office to support the administration of a centralized Inclement Weather Program (IWP) for unsheltered individuals and families at the San Mateo County Event Center. The County’s IWP is implemented on nights when significant weather systems impact the County of San Mateo between mid-November and mid-April.

 

On March 26, 2024, by Resolution No. 080240, this Board approved the FY 2024-25 Measure K Budget as presented by the CEO, which included awarding Measure K funding to HSA for the IWP.

 

In April 2024, the County Executive’s Office notified HSA that its IWP application was selected as a recipient of Measure K funding for FY 2024-27.

 

On July 1, 2024, by Resolution No. 090741, this Board approved an Agreement with San Mateo County Event Center in an amount not to exceed $1,679,109 for a term of July 1, 2024 through June 30, 2027 to provide IWP shelter services for individuals and families experiencing homelessness in San Mateo County during inclement weather events. Services provided onsite will include meals, laundry, shower services, and connection to community services following the deactivation of the IWP.

 

On March 21, 2025, Human Services Agency entered an amendment to the agreement to include service rates and adjust funding allocations in Exhibit B.

 

On December 05, 2025, Human Services Agency entered a second amendment to the agreement to adjust funding allocations and update service rates in Exhibit B.

 

DISCUSSION:

This is a proposed amendment with San Mateo County Fair and Exposition Association to increase the amount for Cost-of-Living Adjustment by $30,000 for a new total amount of $1,709,109 for the continuation of providing inclement weather homeless shelter services during significant weather events and amend Allocation Amounts in Exhibit B.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:

The term of this amendment is from July 1, 2024 to June 30, 2027. The amendment increases the agreement by $30,000, for a revised total not to exceed $1,709,109. Funding for this amendment is provided by Measure K sales and use tax revenue. Budget appropriation for this agreement is included in the FY2025-26 Adopted Budget and future years will be incorporated through annual budget process. There is no new Net County Cost associated with this item.
