BACKGROUND:

Mobile homes offer a unique and valuable source of affordable housing for vulnerable and low-income residents of San Mateo County.  There are currently seven (7) mobile home parks in unincorporated San Mateo County. 

 

Mobile home park residents are primarily responsible for maintaining their units in compliance with applicable health and safety requirements.  In 2021, a devastating fire at a unit in a mobile home park in San Mateo County served to highlight the importance of adhering to safety standards, and a subsequent inspection of that park identified a high concentration of individual residential units with code and safety violations. To assist low-income residents with the costs of repairs needed to restore their units to a safe condition, a pilot mobile home repair project was undertaken at the park, offering free repair services to approximately forty qualifying residents to address health and safety violations identified by inspectors. Based on the success of this pilot, the County seeks to expand those efforts by offering subsidized repairs to residents of other mobile home parks in unincorporated San Mateo County.

 

DISCUSSION:

In May 2023, the County Executive’s Office, in conjunction with the Department of Housing and Office of Community Affairs, conducted a Request for Proposals for a Mobile Home Repair Program, to assist with repairs of residential units in mobile home parks within unincorporated San Mateo County. Rebuilding Together Peninsula (RTP) was the only organization to submit a proposal, and was subsequently chosen to provide the services. 

RTP’s mission is to repair homes, revitalize communities, and rebuild lives. Their work preserves affordable housing by bringing together skilled staff and volunteers to address critical health and safety-related repairs for vulnerable, low-income homeowners. 

RTP will work in collaboration with the Office of Community Affairs to conduct outreach to unincorporated area mobile home park residents about the availability of this service for low-income residents (80% of Area Median Income or less). RTP will perform home safety assessments and provide needed repairs for at least 40 unincorporated area mobile home park units. RTP’s efforts will prioritize essential repairs identified by County inspectors based on common code and safety issues and which impact the health and safety of residents (including repairing unsafe electrical connections, fixing leaking sewer lines, securing gas lines and propane tanks, and ensuring accessible emergency egress). 

Total Measure K agreement amount: Not to Exceed $316,664.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

The total amount of the agreement is $316,664 for the term August 1, 2023 through June 30, 2024.  Measure K funding for these services is included in the FY 2023-24 Non-Departmental Services Approved Recommended budget.
