BACKGROUND:
On June 28, 2022, this Board adopted Resolution No. 079012(p), authorizing an Agreement with Vista Environmental Consulting for on-call hazardous materials assessment and related services for the Department of Public Works (Department) capital projects. The initial agreement term was from June 28, 2022 through June 27, 2025 for an amount not to exceed $300,000.
On September 4, 2024, as authorized by Resolution No. 079012(a-p), the Director of Public Works executed Amendment No. 1 increasing the not-to-exceed amount by $25,000 with no change in term.
On February 25, 2025, this Board adopted Resolution No. 080953, authorizing Amendment No. 2, which extended the contract term through June 28, 2027, and increased the not-to-exceed amount by $300,000, for a revised total of $625,000.
DISCUSSION:
The Department recommends executing Amendment No. 3 to increase the contract amount by $150,000, bringing the new not-to-exceed amount to $775,000 with no change in term. This additional funding will support ongoing hazardous materials assessment, testing, and monitoring services for multiple active projects, including the County Office Building 1 Renovation and Modernization Project, the Hall of Justice Court Tenant Improvements Project, and other anticipated Capital Improvement Plan projects.
Amending the existing agreement leverages Vista Environmental Consulting’s site-specific project familiarity and active deployment, ensuring uninterrupted environmental compliance and project continuity through completion.
The County Attorney has reviewed and approved the resolution and amendment as to form.
COMMUNITY IMPACT:
Hazardous materials and abatement projects improve public health by removing toxic substances from County buildings. Ensuring accurate and detailed hazardous materials assessments and monitoring helps minimize the displacement of services and protects against health risks during abatement, helping to maintain access to public resources. Implementing the recommendations from Vista Environmental Consulting and monitoring the outcomes will help ensure that all communities equally benefit from these essential efforts.
FISCAL IMPACT:
Amendment No. 3 will increase the not-to-exceed amount of the agreement by $150,000 for a new not-to-exceed amount of $775,000. Funding for this Amendment is allocated within individual project budgets in the FY 2026-27 Adopted Capital Projects Budget.
There is no impact to the General Fund.
