BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 5 has submitted a request to use a portion of its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 5 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 5 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the Ariana Mae Hatami Foundation (AMHF), and resulting grant agreement, in an amount not to exceed $100,000, for the purpose of establishing scholarship endowments to benefit survivors of domestic violence and human trafficking. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below:

-                     District 5, March 2020, $50,000 to produce an educational training film to recognize, prevent, and combat domestic violence.

-                     District 5, March 2023, $75,000 to produce second installment of an educational documentary to advance domestic violence awareness efforts.

AMHF’s mission is to educate community members, survivors of domestic violence and human trafficking on the signs of intimate partner abuse, and where to refer someone for services and refuge. AMHF serves all areas of San Mateo County.

 

This district-discretionary grant will be used to fund the following project or services: Recognizing the ongoing need and building on the core of AMFH’s mission, the organization has identified an urgent need to expand its reach to assist more individuals striving to overcome violence in their lives through education and job skills development. The organization therefore plans to broaden its scholarship presence in additional colleges and high schools by establishing scholarship endowment funds, beginning with the community colleges in San Mateo County, and subsequently extending to high school students in collaboration with the Office of Education of San Mateo County.

 

AMHF will create a $100,000 endowment to provide annual or semiannual scholarships to survivors of domestic violence and human trafficking. These scholarships will be available at the San Mateo County Community College District colleges: Cañada College, College of San Mateo, and Skyline College. The San Mateo County Office of Education will manage scholarships for high school students attending one of their schools.

 

To be eligible for a scholarship, an applicant must be a survivor of violence, including domestic violence, intimate partner abuse, or human trafficking.

 

The San Mateo County Office of Education will verify enrollment and attendance for qualified high school applicants. Similarly, partnerships with local community colleges in San Mateo County will help establish scholarships tailored to the interests, qualifications, and needs of student applicants.

 

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: this initiative will foster expanded knowledge, independence, and opportunity for survivors of domestic violence and human trafficking. The program will empower individuals to gain skills and earn degrees that lead to sustainable employment, enabling them to live free from violence and abuse while becoming productive members of the community.

 

Additional benefits include a reduction in homelessness, poverty, crime, and other social challenges currently faced in the community. Each scholarship will be managed collaboratively between AMHF and the San Mateo County Office of Education or San Mateo County Community College District with periodic reports and updates.

 

District 5 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.

 

The project or services funded by this district-discretionary grant will be implemented or provided during February through May 2026 and is estimated to be completed on or before May 30, 2026.

 

Total Measure K Request: Not to Exceed $100,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

The proposed grant will strengthen San Mateo County’s support network for survivors of domestic violence and human trafficking by funding scholarship endowments that promote long-term stability and self-sufficiency. By expanding educational and job-skills opportunities at local community colleges and high schools, the initiative empowers survivors to pursue degrees and careers that lead to sustainable employment. This investment directly addresses unmet needs in the county by providing survivors with pathways out of violence, poverty, and instability, while reducing related social challenges such as homelessness and crime. Through partnerships with the San Mateo County Community College District and the San Mateo County Office of Education, the program ensures equitable access to resources across all regions of the county. Overall, the grant will enhance community well-being by fostering resilience, independence, and opportunity for some of the county’s most vulnerable residents.
