Recommendation for reappointments to the Behavioral Health Commission, each for a term ending September 30, 2029:
A) Daniel Keohane, representing Consumer/Client, for a second term; and
B) Michael Lim, representing Consumer/Client, for a second full term; and
C) Leticia Bidó, representing Consumer/Client, for a fourth/final term.

BACKGROUND:
The Behavioral Health Commission (BHC) reviews and evaluates the County’s mental health and substance abuse disorders needs, services, facilities and special problems. The Commission advises the Board of Supervisors and the Behavioral Health and Recovery Services Director on any aspect of the local mental health program, reviews and approves procedures used to ensure citizen and professional involvement at all stages of the planning process and submits an annual report to the Board of Supervisors on the needs and performance of the County's mental health system.
The Commission consists of 22 members, 19 of whom are appointed by the Board of Supervisors representing family members, consumers/clients, professionals and interested residents. With respect to the remaining three members, one shall be a member of the Board of Supervisors, and two shall be members of the County’s Youth Commission. By State law, at least 50% of the 19 members appointed by the Board must be consumers or family members of consumers of mental health services. Per BHC Bylaws, three (3) members represent as Public members who have knowledge and experience of the mental health and substance use condition service systems and may include additional consumer/client/family members.
On May 20, 2025, Resolution 081162 was passed by the Board amending the commission’s bylaws to reflect the inclusion of one (1) required Client Youth seat within the existing Consumer/Client membership, and the inclusion of a new category of one (1) Public Education seat within the existing 19 appointed members, in accordance with a 2024 amendment to the Welfare and Institutions Code.
DISCUSSION:
Upon approval, the above-recommended members’ reappointments will reflect terms effective October 1, 2026 through September 30, 2029.
Daniel Keohane has served on the BHC since 2023 and is being recommended for a second term. Michael Lim has served on the BHC since his initial partial term began in 2021 and is being recommended for a second full term. Leticia Bidó has served on the commission since 2017 and are being recommended for a fourth/final term.
Daniel Keohane Bio
Daniel has worked most of his life in positions that have served the needs of others and with commitment and assistance in quite a variety of situations and surroundings. He was a Catholic priest for 39 years during which he ministered to many people under many different circumstances. In that position, he also worked as chair of the committee that had to determine the future of many parishes at a time of modification. He retired as a priest in 2013.
He became involved in the area of Behavioral Health at Mills Hospital in San Mateo in 2014 and was appointed Service Chair for the volunteer program in the inpatient and outpatient units there. His work included the training and assessment of the volunteers there who work primarily to prepare patients for follow-up after their discharge.
Daniel has also been the president of the Mills Recovery Alliance since 2018, which provides meetings and programs for IOP patients following their discharge.
Additionally, he serves as a host for online meetings for the LifeRing program that enables alcoholics and addicts to come on and share their recovery experience.
Daniel has served two terms on the San Mateo County Grand Jury.
Michael Lim Bio
Michael's past professional experience was in the intersection of Fortune 500 Financial, and Silicon Valley Hi-Tech sector. He has more than 20 years of experience, and was an Assistant VP of an IT Department for a major bank. He has also served on Non-Profit Boards, and advised other Boards on matters of Operations & Strategic Planning.
In the areas of Behavioral Health, Michael currently serves on the County's Behavioral Health Commission. He served on the county's SB43 Steering Committee representing the BHC and issues pertaining to Clients & Families. He sits on various committees like Quality Improvement, Mental Health Services Act, & Suicide Prevention. He is also a recipient of the Health Ambassador & Hall of Fame awards.
For the past several years, Michael also serves as an ACCESS Ambassador for Cal Voices and has worked on areas of advocacy development, recovery-focused services, & Peer support promotion. He has taught various Behavioral Health courses, and one of his projects is on Youth Mental Health.
Leticia Bidó Bio
Leticia (“Leti”) Bidó is a faith-driven leadership coach, life strategist, and Life Science consultant. Leti is an enthusiastic servant leader, health equity and mental health advocate, passionate about spiritual wellness, uplifting communities, and civic engagement. Formerly Vice President of LINEA System, a boutique clinical trial consulting firm and tech start-up. Before LINEA, Leti worked at Hearing Health Foundation, the nation's largest nonprofit funder of hearing loss research. She began her professional career in philanthropic work and supporting at-risk youth in a behavioral health educational system. Leti holds numerous professional certificates in transformational leadership, pursued graduate studies in Social Work, Philanthropy, and Christian Mental Health Counseling, and holds a B.A. in Psychology.
She enjoys prayer, Bible study, spending time with family and friends, volunteering, reading, social impact investing, personal development, and all things fitness (especially outdoor yoga, hiking, and running!). She is still chasing her Abbott World Marathon Majors medal (four races away). She’s fluent in Spanish, has some Italian fluency, and is an active member of children/next generation ministry at church, and enjoys volunteering and serving on the Parent Council at her daughter's school.
