BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with ABODE Property Management (ABODE) since March 1, 2024 for the provision of property management for co-housing facilities at the Cordilleras Health and Healing Campus. In November 2022, BHRS issued a Request for Proposals (RFP) seeking two separate agencies to provide a co-housing program at the new Cordilleras campus, with one agency providing property management services and one agency providing supported housing services. Telecare and ABODE submitted a joint proposal, which was selected in February 2023.

 

ABODE provides services for 57 consumers residing in permanent and transitional housing at the Canyon Vista campus center. ABODE works in partnership with Telecare Corporation, which provides supported housing services to consumers residing in Canyon Vista through a separate agreement.

 

The renewal agreement with Telecare for supported housing services will be presented to this Board separately.

 

Established in 1980 as a nonprofit corporation, ABODE has provided property management services for affordable housing, serving low-income, homeless, disabled, and other special needs households. ABODE currently provides property and asset management primarily in the Bay Area to more than 52 affordable/supportive housing properties for special needs, vulnerable populations, and/or low-income individuals. Properties that ABODE manages include multifamily, shared single-family homes, single-room occupancy, interim emergency shelter housing, commercial, and hotels.

 

DISCUSSION:

ABODE will provide property management services for the 57 adult consumers who are seriously mentally ill and residing in Canyon Vista. ABODE will manage the leasing process for all consumers residing at Canyon Vista, including resident selection and intake processing following Housing First principles. ABODE will work closely with Telecare as the support services provider to ensure appropriate and reasonable accommodations are provided.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

It is anticipated that 90% of tenants living in the permanent housing units will remain housed at least 12 months after move-in, and 90% of tenants in the transitional housing units will move to permanent housing within 24 months of move-in.

COMMUNITY IMPACT:

This contract will strengthen the County’s supported housing for individuals with serious mental illness and co-occurring substance use disorders by ensuring high-quality, stable, and professionally managed housing environments. Reliable property management is a critical component of the program’s success, as safe, well-maintained housing directly supports residents’ ability to engage in treatment, maintain stability, and work toward long-term recovery.

 

ABODE plays an essential role in reducing barriers to care by maintaining safe living conditions, ensuring compliance with housing standards, and coordinating closely with supportive services staff. By providing consistent on-site support, timely maintenance, and effective coordination with program staff, the property management team helps residents remain housed as they move through different stages of recovery. This partnership enhances the County’s housing and behavioral health continuum, supports client stability, and contributes to improved outcomes for some of the County’s most vulnerable residents.

 

FISCAL IMPACT:

The term of this agreement is from July 1, 2026 through June 30, 2028. The amount of this agreement is not to exceed $3,109,960 for the two-year term. Funds in the amount of $1,526,299 are included in the Recommended BHRS FY 2026-27 Budget.

 

Of that amount, the Behavioral Health Services Act will fund $1,126,299, and the State Behavioral Health Bridge Housing grant will fund $400,000. There is no Net County Cost. Similar arrangements will be made for FY 2027-28.
